Obama to offer Afghanistan, ” Standard Expression of Regret” but insists it is Not an Apology!
Obviously the Obama Administration does not have a Websters dictionary in the White House:
a statement saying that you are sorry about something : an expression of regret for having done or said something wrongapologies : an expression of regret for not being able to do something
U.S. and Afghan officials reportedly have reached a tentative agreement on a critical security pact — which would include President Obama writing a letter to the Afghan people acknowledging mistakes during the “war on terror.”
According to Reuters, an Afghan spokesman said Tuesday that Obama agreed to write the letter, to be presented with the draft security pact at a meeting of tribal elders later this week.
The New York Times, citing a spokesman for Afghan President Hamid Karzai, reported that Secretary of State John Kerry proposed the letter in a conversation with Karzai.

CNS News – Secretary of State John Kerry said Wednesday the U.S. and Afghanistan have agreed on the final language of a security agreement to be put to tribal elders for approval, and denied that any U.S. “apology” was part of the deal. “Let me be clear. President Karzai didn’t ask for an apology,” he said. “He didn’t ask for it, we’re not discussing it.”
We are glad operations are winding down in Afghanistan, but the Obama administration has twisted words around again. An Expression of Regret is an Apology.. Period!
